Republican Liberty Caucus of Texas Endorses Rep. Andy Hopper
The Republican Liberty Caucus of Texas is proud to endorse Andy Hopper for re-election to the Texas House of Representatives House District 64.
Representative Hopper has proven himself to be a principled constitutional conservative and a fearless defender of state sovereignty. He understands that the powers of government are limited by the Constitution and that it is the duty of state legislators to push back when the federal government exceeds its lawful authority.
Rep. Hopper has been a leading champion of one of the RLC of Texas’ key legislative priorities: Defend the Guard. Not only did he publicly support Proposition #6 affirming that the Texas Legislature should prohibit deployment of the Texas National Guard to foreign conflicts unless Congress formally declares war, he also co-sponsored Defend the Guard legislation during the latest legislative session.
His position reflects a deep commitment to the constitutional separation of powers and the understanding that war-making authority belongs to Congress, not the executive branch.
As Rep. Hopper stated:
“Our Constitutional framers granted Congress the power to declare war. For more than half a century, the federal government has engaged in costly conflicts without a formal declaration by our elected representatives. Texas must re-establish the original terms that were understood when our Constitution was ratified.”
This is exactly the kind of leadership Texans need. Andy Hopper recognizes that states are not mere administrative subdivisions of Washington, D.C., but sovereign entities with both rights and responsibilities under the Constitution.
