DELEGATE -- A SPECIAL MESSAGE

DIRECTOR, DON ZIMMERMAN:

Many Republicans despair at the explosive growth of
government which has occurred during the first
administration dominated by Republicans. The House,
Senate, and Presidency were all controlled by Republicans
for the first time in decades, yet we still suffered
LBJ-Democrat style government growth. Some ask, why
bother going to the "Republican" State Convention? 

The answer: Ron Paul

As the leading proponent of Constitutional government in
Congress, Dr. Paul will have a resounding reception in
San Antonio at the State Convention, provided that YOU
join us to help lead many thousands of his supporters!

The RLC of Texas has reserved a prime Exhibit Booth
location adjacent to Dr. Paul's campaign booth. So,
volunteers can move between Dr. Paul's booth and ours
as needs dictate. 

We need an abundance of RLCers to work our exhibit
booth, which is open during all convention hours. Since
the various district caucuses complete their business
at different times during the convention, it's important to
have an ample supply of RLCers so we have booth
coverage volunteers at all times. RLCers will conduct
surveys of delegates, invite new members to join, and
basically have a great time doing what we love: talking
"Ron Paul Republican" politics. 

Finally, on June 4th we have planned a ROCKING party
for the Constitutional Republicans with Dr. Ron Paul and
RLC Chair (and proud new father of twins!) Jerry Patterson;
we have a very good live band scheduled for entertainment,
and we expect upwards to 1,000 visitors. We are going to
ROCK the world's largest political convention and send a
message that America's most courageous pro-Constitution,
anti-Neocon leader, Ron Paul, is the choice of the grass
roots Americans - PERIOD. People may be bored because
there's no race for president, so let's take advantage of the
yawn by promoting the Ron Paul Republicans.

2 Easy Steps to Promote Liberty

after 7pm, on Primary election night,
March 9th, to attend your Republican
Precinct Convention.

find out if the meeting will be somewhere
else; the meeting location notice should
be posted near the entrance at your voting

learn who your Precinct Chairman is.)

Definitions:

o  Libertarians - Fiscally conservative yet socially tolerant,
libertarians favor lower taxes, limited government and
expanded personal liberty and responsibility.
o  Enterprisers - Free market conservatives who support
economic freedom but are inconsistent on civil liberties
issues.
o  Conservatives - Moderate free enterprisers who favor a
large government role in shaping society, particularly in
social issues.
o  Liberals - Favor strong government interference in
economic affairs but are more laissez faire on personal
liberties issues.
o  Moderates - Support moderate government intervention
in economic and personal affairs. Characterized by
reliance on polls rather than principles.
o  Authoritarians - Believe in a strong state apparatus
intervening extensively in economic and personal affairs.
o  Pers% - Personal freedom
o  Econ% - Economic freedom
o  Comb% - Combination of the two scores above.
o  Class - Philosophical ranking of the Rep..

Information on the Liberty Index:

The Liberty Index is written by Professor Clifford F. Thies.
It rates members of Congress on their official roll call votes
during each session of the House and Senate. For each
Chamber, twenty votes on economic issues and twenty
votes on personal liberty are selected to rank members
for their support of individual liberties. 

Rather than the traditional left-right political spectrum,
the two types of votes are plotted on a two-dimensional
Graph, to indicate support for both personal and economic
liberties. The resulting Plot more accurately shows the
political position of each member in both categories. 

Each member of Congress has two percentage scores and
a consolidated score, which indicates their standing in the
totalitarian to libertarian axis (lower left to upper right). 

The Roll Call Votes used to find Liberty Index scores:

As in past years, construction of the index involved
identifying eighty roll call votes, twenty from each
chamber of Congress in each of economic and personal
liberties. As in past years, there was no problem
identifying a good list of roll call votes in the area of
economic liberties. This year’s list of economics votes
included votes on taxes, spending, economic regulations,
free trade, and energy policy. Also as in past years,
problems were encountered identifying a good list of roll
call votes in the area of personal liberties. Specifically,
this year, in the Senate, I included votes on four judicial
nominees when I would have preferred to include only
two such votes, for want of more useful choices. In
addition to these votes, this year’s list of personal liberties
votes included votes on equal rights, government financing
of speech, arts and humanities, choice in education, the
war on drugs, and internet-based gambling and pornography.
